If it had ended at the end of Season 11 with Behind The Laughter, no one would think that badly of it. It would just be a brilliant show that went on maybe a year or two too far but still had some gems towards the end. People would be far more forgiving of that.
Behind the Laughter is the obvious choice.
The show was already bad at that point but at least there were more good seasons than bad ones.

Not the same guy, but I agree it's a good transitional episode because it contains elements of both classic and zombie Simpsons.
Take the celebrity guest stars, for example. On the one hand you have Steve Martin, playing an actual named character who plays an important role in the story of the episode. He has plenty of dialogue, all of it relevant to the plot, and plays it really well. He's a great guest star and it works perfectly for the episode.
Then you also have U2, playing themselves in an irrelevant "look, U2 are in Springfield!" cameo. They have two appearances, both shoehorned into the episode with no relevance or purpose, and they are each given arbitrary lines for the sake of it.
To a lesser extent, the plot itself also reflects the transitional nature of the episode, and the season around it. Homer appealing to the lowest common denominator to get elected, before discovering that he's in way over his head? Great stuff, classic Simpsons. Resolving the episode by moving the entire town down the road? Zombie as fuck.
