Bad in what sense? It's not jarring with the general theme of the movie, and its foreshadowed and built up to well for a solid quarter of the film. That's its strength and its weakness. If you can stomach the movie up until that point you'll make it through, it wont be a sudden turn off like a lot of these things can be.
But if you're anything like my wife and her boyfriend, and you're just barely scraping by with the general tone of the film, which ranges from sober to gut-wretchingly, painfully ironic, then I'd recommend you not watch that part of the film. Skip forward until it cuts to the Vietnam flag (the scene with the orphanage you may or may not have heard about)
Personally I recommend this piece of canine kino, if you like films like The Road, Apocalypse Now and Ghost Dog you'll get a lot out of this.
