The whole point of his character development this season with the Rosita/Sasha arc (who are both present when he gets Lucilled) was to make his death in the finale more impactful. Keeping Abraham alive for the finale is also the reason that his comic death was given to Denise instead.
Daryl is untouchable due to his importance to the brand, the whole arc with Dwight (including getting shot in the shoulder) is just to give the illusion that this isn't the case.
They never had any intention of killing Glenn either, hence the heavy foreshadowing of his death throughout the season, it's all misdirection.
