Overall, I think so.

Voldemort understood the proper core structure of civilization (power), and as such knew that in order to have a more properly organized magical society muggles needed to be subjugated. Voldemort shares structural ideology with the ancient muggles.

I can't remember the idland's name, but in Plato's Republic there lies a situation whereing the Athenians go to war with the Spartans, and the Athenians land on a lesser Greek isle. The island leaders offer an alliance with the Athenians, however the great minds of Athens knew that teaming up with an insignificant bumfuck territory would hurt their credibility and make them seem weak to both friends and enemies, so they occupied them instead.
The only reason to have a moral issue with Voldemort is if you're all-in with modern civilization and fully embrace the general ideological make up that surrounds it (which is fitting, because Rowling is this hugely surface level center-leftist that shills for democracy, refuses to acknowledge a puppet master despite acknowledging seeing strings and wholeheartedly shifts blame to her enemy faction).

Does magical prowess scale with pure bloodedness?

When the first magic users came about, were they more powerful than modern witches and wizards?

Voldemort is shown to be a pretty smart guy throughout school. It stands to reason that his beliefs in preserving blood lines and magical purity are actually grounded in some reality. Even if he's doing it forcefully, is he trying to stop the magical world from dying out?

Voldemort didn't really have a clear motivation at all except to not die. This isn't really explained well and it doesn't connect to his other motives, which aren't really fleshed out properly either. Rowling just needed a bad guy for the heroes to fight, but even Grindelwald has a better backstory than Voldemort, at least we understand that he wanted wizards to be free and not live in hiding and die out.

The only thing is that most wizards are more likely to have at least one wizard parent. And so purebloods are more likely to be only wizards. Maybe wizardry is a recessive gene or some shit, which would at least explain why wizards are dying out, but I guess it's the idea of preserving the wizard population. it would be a lot clearer if wizards who married muggles didn't always end up having children who could cast spells, but Rowling didn't put in as much thought as the fanbase
