just based off of that list and what the movie would need to consist of, the budget is going to have to be triple digits at the minimum, probably closer to 150-175.
so between marketing and profit sharing it would need to make at least 400-500 to be a worthy endeavor for the studio.

the best way to go about it would be to take 1 or 2 meme actors, hopefully one that's still undervalued, and a bunch of struggling/out of work/tv actors to fill out the rest, and tie them to an up and coming director with something to prove who can do this thing cheap because it's gotta be closer to like 60 for anyone to take a chance on it. in that regard fukunaga could be good, but it could already be slightly too late for him.

Everyone else can be relatively no-names or middle weights. I'd make most of the film with practical effects, and give it an 80s action film vibe. Could probably do it for 100mil at most.
