Steve can do this all day. But I think both sides are going to have plenty of members back out before the final fights. If this were a long term thing, lack of funds might come into play, but I really doubt this movie is going to drag out the conflict over more than a week.
I see a parallel between both sides in what will probably take members out.
War Machine and Falcon will probably have their tech damaged and be unable to continue, though WM is probably more physically wrecked.
Widow and Hawkeye both have friends on both sides and aren't willing to kill over this, even though they initially want to help and have an opinion on what's right.
Vision and Wanda are more powerful than the others and will probably struggle with not wanting to use those powers to cause harm and leave the fight when things get too brutal.
Ant-Man and Spidey are both newcomers without any emotional investment in the fight, so definitely won't take it to the end.
That leaves Iron Man and Black Panther and Cap and Bucky as the only characters that have enough motivation to stick it out.
