all the episodes are filler until you get to the end. it ties up nothing. any connection the episodes have to each other have nothing to do with a cohesive story but with the universe's politics.

It tied up a lot of emotional threads that had been introduced, including relationships between Work and Troi, Riker and Troi, Picard and Crusher as well as the thawing of Picard the iceman finally opening up to his crew / family at the poker game at the end. The end of TNG is the best trek finale episode hands down.
It has a cool sci fri premise, it's got Q, it's got call backs to Farpoint station, it's got Denise Crosby, and it has the badass modified Ent-D with the huge phaser cannon and third nacelle.
