He knew Elektra was black sky all along and tried to save her, that's why he trained her kinda like taming a wild animal, but Elektra just had that serial killer instinct inside of her.
He realized he couldn't stop her from killing and took her from away from that dojo, he could have killed her like the other guy told him too, but he decided to give her for adoption to see if she could change her ways there and so the Japanese can't get to her.
However she still turned into a murderer, so Sticks decided to do what was right and try to finish the job of killing her.
