I think Fuller might've changed some of his views lately, Hannibal had some weird sexual stuff in it, they just weren't able to show anything. Maybe he thinks that he can do it now, because his shows are not family-friendly anymore.
Why did he even decided to work with Starz to begin with? They're famous for forcing nudity on shows that shouldn't be near it, Party Down is a prime example, they actually asked them to do a porn awards and orgy episodes.

Fuller famously hates nudity and swearing, said it a bunch of times in the interviews when people asked him "your shows always gets cancelled, why don't you work on cable" he thinks that it's basically expected of you when you're on cable. He also had a terrible experience on Showtime, because they refused to hire an actress he wanted because she wasn't fuckable enough
So it's really fucking weird that he picked Starz of all channels, i guess there's some sort of deal in place, The Knick barely had any nudity in it for example, because Soderbergh doesn't give a fuck what Cinemax wants
The book was lame as hell. It did the thing Gaiman always does to fuck up his stories where he creates this interesting world with interesting characters, but then has that all happen in the background while the story focuses on a some putz wandering around doing fuck all.
