Shit, you're off. Based solely on the situation there is, being having to options of moving with the contraption, the best situation is to locate the locomobile on the guy standing there alone. First of and mainly, you safe lives of few instead of sacrificing one in order to kill many. Second of, even if you'd safe the life of one guy, he'd probably couldn't live with what he saw and later kill himself. Survived victims can share their feelings amongst them and get over it faster.
