Kubrick would make it an allegory about 9/11 and the succeeding events of the film a metaphor for post-9/11 paranoia in the States. CIA represents a naive conservative youth, Bane represents Al-Qaeda, and Batman is Dubya. But Bane was sexually abused as a child and that's what induced his lifestyle as a terrorist; in the pit of darkness Batman confronts his inner demons as a sort of parallelism. Also the entire film is a metaphor for transhumanism.
