The logic being, you can't take all the guns away if you don't know where they all are. Plus it would essentially destroy private sales, which are as common with guns as they are with cars.

There's not really a counterweight though. The NRA is extraordinarily strong. They're strong enough to prevent new legislation from getting passed even when a classroom of little kids gets gunned down.
