I wouldn't say it's exactly "retro" but rather its own aesthetic. Retro can refer to anything old, really: my dad still uses a "retro"-style burner phone, I have a "retro" cassette player in my car, I program in the "retro" 3.0 .NET framework.
There will be a point where 90's stuff is "ancient", however.

1990 may be considered a border between two eras, the modern and post-modern. The transition event was the fissure of mainstream culture into subcultures. Stuff from the 90s isn't considered retro because there's no single look that defines the era, unlike previous decades.
