Arnold's charisma meant he was watchable in pretty much anything and he had a wider range of films. Rocky and First Blood are great but Arnold had Conan, Terminator, T2, Predator, Total Recall, Commando. Even his weaker films are watchable purely due to Arnold being Arnold. Stallone's aged better physically though and he was always more sympathetic than Arnold. It's easy to love old Rocky because Rocky's a likable oaf with a heart of gold. Old Arnold trying to be 80s Arnold is just kind of shit.

And yeah, you're absolutely right, that's what made it the Golden age, was that with steroids being new, the old style of bodybuilding, with proportion being king, combined with the mass that comes from steroids made them look amazing.
