The "true meaning" works something like this:
Flick: Movie that makes you have fun and little/nothing more.
Moive: Basically a flick, but there's something to take away. There is some meaning to it.
Film: A movie that concentrates on some message or meaning, and makes it its business to have the audience feel smarter by the end of it.
Kino: A movie that tries less to make you feel smart, and more isn't accessible unless you are.
Yeah, it's a pretty smug/snobbish term, but that's the general idea.
You can either call it part of /tv/'s culture, or you can call it a meme. People use it both ways.
