Can't only officers be pilots? Maybe they are using the same logic with the Stargate.

Also, there are marines as backup squads throughout the series. Do they at least have realistic ranks going through the stargate?

I think Stargate actually let anyone they feel like they have a skill in. Air Force, marines, officers, NCOs, privates, cilivian experts, alien allies.
