It's mostly about attracting viewers from those groups. I mean, if you only have white people in your show. Sure you'll get a lot of viewers, though you're at a risk of alienating non-whites. So you add some non-white characters into the show and hope that makes blacks and latinos less alienated and will help boost your ratings.
If your show is mostly watched by whit males, add a black guy and have him hate a white girl. By adding that relationship you suddenly have a shot at attracting both more black males and white females.
