The whole episode was just a silly bullshit scenario. Picard gets captured because reasons so honorary arm/k/hair captain gets to be the enterprise boss for a day. I have never understood this. Why the fuck is the ship's counselor posted on the fucking bridge? Why is the ship's counselor one of the highest ranking members, even before she became a Commander? And why the fuck would they even allow a Counselor to be a commander. If there is one person on the ship who shouldn't have any rank at all its counselor. The counselor should be without rank. Answerable to the captain alone, but without superiority or inferiority of rank to any others.

I think the character and rank of Troi is pure Gene and his hippy vision for an enlightened, consensus based form of leadership that the "super evolved" form of humanity would have adopted by the time of the TNG era. Picard, with his Shakespere and (amatuer) archeology scholorship and diplomatic style was supposed to be the personification of this new humanity. But Troi being given a seat to the Captains left was there to show how we had evolved beyond purely Top down forms of authority.
