"Canon" is just a marketing term. The situation now isn't much different than the old EU: this stuff treats the movies as absolute canon, tries to be an internally consistent universe, but will never ever be referenced in any movie. The new canon is the exact same as Legends, just less messy.
The movies are and will always be the only actual canon. Everything else is "canon" in the sense that it treats other books/comics/cartoons/etc. as canon, too.
No screenwriter is ever going to include Ahsoka or Ezra in a movie, so in that sense, all of this stuff is for all intents and purposes not canon.
