Because Spooks are pretty much criminals. Delta are attack dogs, Spooks like that are wolves.
Wolves have more freedom + better paid but where they go is more unforgiving and sometimes you are on your own.
The dogs at delta again, have more support, more military style approach and aren't glorified hitmen. But they are still mostly just hitmen but paid less, oh and you pretty much still have smart mouth officers to deal with.
