Is there a single line of dialogue in cinema that is more perfect than this? It perfectly sums up Gillen's character in 4 words.
First of all, he addresses Dr Pavel by simply saying "Dr Pavel". Not "Good afternoon Dr Pavel" or "Hello Dr Pavel", it shows that he means business and he is straight to the point. He does not bother to greet the man who gave Dr Pavel over to him, he only cares about his end goal (escorting Pavel back to the States) and everyone else in the mission is irrelevant to him.
Then he says "I'm CIA". He doesn't give his name or even an agent name. He simply says that he works for the CIA. And he doesn't even say "I'm an agent who works for the CIA", he refers to himself as the agency itself. It doesn't matter who he is, what matters is his plan (which later gets echoed back to him when he talks to Bane).

One word: Traitor.
Minimalist scripting at its finest and sets the tone for the upcoming fight. We know Finn's backstory and have come to empathise with him, but this single, brilliant choice of word comes to humanize all the millions of other storm troopers. We feel his anger at Finn's betrayal, and come to realize that these soldiers are not mere emotionless grunts fighting for some megalomaniac. They are real people with a sense of righteousness in the goals and objectives they want to achieve. It's now understandable to the viewer that these 'grunts' are actually fighting for something they believe in.

I'd also like to add that this shows the confrontation isn't just another stormtrooper trying to put a rebel down, it is clearly a personal vendetta between two long life rivals, with a backstory you can read about if you purchase the new star wars novel out now.
