Probably because it was a sketch show. Not only does that mean that it's more disjointed than a normal show, it involves the creative work of more people. So, it would be hard to format, and more people would need to be paid royalties. That combined with it being a kids show with a somewhat limited audience (most popular Nick shows haven't recieved proper releases) explains it pretty well.

Yeah I know him. We exchanged a few emails around the time his video came out. He put in enough effort to be a little helpful (as did the reporter from Gawker who wrote an article) but I think they were both too busy with other things to consistently follow up on it.
As much as I can confirm it being real without actually having seen it, I do. I spoke with a gentlemen with close connections to the production company and he was approached for this movie actually. Read the script and tried to put me in contact with the production company (me and many others, including lawyers and business partners have been unable to contact them for years), but they never got back to either of us.
Recently someone who works with Viacom's legal department got in touch with us. After confirming his position in the company he gave us a bunch of details about the movie. Basically it was finished, but since it used copyrighted vector images they were unable to sell it. By the time the legalities got all sorted out Reagal fell off the face of the earth (which matches up with release dates and other timelines that've been created).
tl;dr it was created, legal issues stopped it from being sold. We're really just looking for someone who's part of the company to leak it, but since nobody used their real names in the credits (which is the only part of the movie that's been seen by anyone looking for it) it's hard to track down anyone related to it.
