It's funny how both characters made wrong choices in their careers, and both of them were meant to be links to the other series. While Ro was hindered by her past, Locarno was by his urge to overachieve. He literally represents Star Fleet as character with only one distinction to make. He burnt out, and fucked up. But this made him question Federation itself and made him open towards Marquis ideology. On the other hand, Ro would have gone full Federation. Would be interesting to see them in a few episode working together/against each other.
