Frodo dreams of Valinor when sleeping at Tom's house, he doesn't recognize it as so, but the description is clear. The same description was took in the movies as something Gandalf says to Pippin in Minas Tirith to cheer him up, presenting that fabled land as what awaits him when he will die. It's a bit funny, because Pippin being a hobbit, his soul is human and doesn't go to Valinor, as Gandalf's and elven souls do.

Istaris like Gandalf and Saruman aren't fully themselves during their presence on Middle-Earth, they don't remember everything they once knew as maia, their memory and personality was probably tweaked to suit their mission, which was to counter Sauron. Their powers are limited, and living in Middle-Earth is probably like a dream to them, in that it makes sense, but when they return to Valinor they probably wake up from the whole thing, and return to their true selves. This speech of Gandalf isn't that big a deal, one could argue he's quite unsure of what and who he is, has vague memories of different things.
