The UFO to me just was meant to highlight the absurdist themes present in both seasons of the show and the movie.
Fargo is all about normal quaint middle america people reacting to insane, irrational, and sometimes silly violent occurrences with wonder and confusion. The police and citizens in the movie and show are not hardened tough city folk, so when violence occurs they are shocked and confused by it, and struggle to understand it all.
The presence of aliens is there to highlight this sense of absurdism and the inability to fully understand the reasons for events occurring.
At least thats my take on it.
