It is not better than the first. The first one deals with the death of a child, heartbreak, and the lengths a desperate person will go from the perspective of the parents. Part 2 is from the perspective of teenagers who must combat bullies, divorce, and evil step dads. The themes are approached from a more immature perspective. I'm guessing the people who say it's better are closer in age to the leads in 2 than the leads in the first.
Both are great, though, don't get me wrong. It's just that part 1 is superior on every level.
