The whole point of the term is to highlight bad storytelling- if the protagonist can't fail, there's no tension or suspense so we don't care about them. It's perfectly fine for villains or antagonists to be seemingly all-powerful though because we (generally) don't care about their struggles or the way their character changes throughout the story.
