i think you are confusing the rebels with the new republic. the first order and the new republic are the 2 big dog governments, like usa and ussr in the 80's. the rebels left the new republic because they thought the empire shouldnt have anything so they wanted to keep fighting, so the rebels are just a small rag tag group, like a terrorist cell. but with white people instead of brown, so we know they are the good guys
