Historically some monarchs were elected but they never had the two-term limit like the Naboo, which is incredibly stupid and kills any semblance of monarchy.
Ironically the dialogue in Attack of the Clones implies that the senators from Naboo are appointed by the Queen. You would think it would be the other way around, with the senators being elected and the Queen being appointed.

I can easily see the queen position firstly being a symbolic role, with an advisors council that can overrule her anytime. She still have apparently enough power that they need her to sign any kind of important papers, which is why the trade federation wanted her, but she serves more as a tradition.
This is why they elect young girls, because they see them as pure and innocent and want that to be the symbolic representation of theri planet

A solid 0/10 because Star Wars prequels was easily one of the dullest franchise in the history of movie franchises. Each episode following the boy jedi and his pals from the Tatooine as they fight assorted villains has been indistinguishable from the others. Aside from the scifi imagery, the series’ only consistency has been its lack of excitement and ineffective use of special effects, all to make the force seem unforced, to make action seem inert.
Perhaps the die was cast when Lucas vetoed the idea of staying true to the original trilogy; he made sure the series would never be mistaken for a work of art that meant anything to anybody?just ridiculously profitable cross-promotion for his toy-line. The writing is dreadful; the story was terrible. As I watched, I noticed that every time a character did anything, some character always had some witty quip to say, like when Anakin jumps out of a flying car and Obi-Wan says "I hate it when he does that"
I began marking on the back of an envelope every time this infantile device was repeated. I stopped only after I had marked the envelope several dozen times. I was incredulous. Lucas's mind is so governed by cliches and dead metaphors that he has no other style of writing. Later I read a lavish, loving review of Star Wars by the same Stephen King. He wrote something to the effect of, "If these kids are watching the prequels at 11 or 12, then when they get older they will go on to read Stephen King." And he was quite right. He was not being ironic. When you watch "the prequels" you are, in fact, trained to read Stephen King.
