Even though I count KOTOR as canon like some butthurt rabid fanboy, TOR is such dogshit I think it's best to just ignore it.
That said, Revan DID find a Sith Emperor in the Outer Rim, which is why he turned to the Dark Side, so while Vitiate/Valkorion/Sith Emperor existed and was a bad enough mother fucker for Revan to kill millions just so the Republic would prepare itself for this unseen threat, I think his description should end there.
