Was The Emperor always supposed to be a Sith Lord who controls Vader? Or was that a retcon after ANH so that the blame for Vader's acts could be shifted to Palpatine since Vader ended up being really popular with audiences?

Real Post, No and he never really was until the Prequels. With the OT, Vader and Palpatine had a sort of cold respect, but Palpatine was always the top dog. Also, why would they want the 'blame to be shifted.'

Lucas definitely tried to soften Vader after he decided he would be Luke's dad and be redeemed at the end of Jedi. Not at a lot but it's there. The seeds are planted when he doesn't kill Luke in ESB.

The original script was some kind of mind-bogglingly convoluted Dune fanfiction that has all the worst aspects of each movie (INCLUDING THE PREQUELS) and very few of its good sides. The dialogue is some stilted robotic expository bullshit, there's like a hundred characters with no clear protagonist, and a ton of conflicting factions.
The prequels were basically Lucas' attempt to recycle every rejected idea from the original script.

The Emperor was mentioned in A New Hope, though his Force ability wasn't.
Vader in IV feels more like an agent of the Emperor, an operative who is assigned the important cases without actually carrying a rank.
