He blatantly rejected this in both show and book. Renly considered an alliance if the North pledged loyalty. Stannis considered Robb as treasonous as Balon, Joff and Renly. And he was right.
Robb in the book is a lot smarter and you see how close his efforts in the west came to preventing Tywin from being able to counter Stannis at the Battle of the Blackwater, but Edmure (I think) fucks up by being to aggressive.
Robb was alright, but his decisions for non-Frey wife and the fallout of his mother releasing Jaime demonstrates how youthful idealism can cost everything. Misplaced notions of honor and fearing his potential bastard would be treated like Jon got him killed, just like his old man.
