I would say Ozzy in South Pacific. He defeated all his former tribemates at redemption island and got himself back in the game only to lose when he needed it the most.
A lot of people hate Ozzy but I can't help and like the guy. He seems like a genuinely nice person and is a complete beast in challenges. His redemption arc is among my favorite arcs in the whole series.

He was the proto-winner and knew he was fucking toast in All-Stars, so he just went for the lulz.
I think black Russell had it worst. In Samoa he was the heroic leader guy who tragically fell in game due to illness/injury. In Philippines he was the comically arrogant (no one wants you as our) leader-guy, and a buffoon who couldn't find the idol and who got blindsided by a devastated tribe.
