These laws are probably outdated. Some 16 year old girl sending images to someone is not the same as predators taking photos of minors and sexually assaulting them. These days teens have regular access to cameras and the internet. Doesn't excuse the guy for being dumb and accepting them, but it is a different degree.
At the same time, it can be a sickness. Maybe we should be treating them not as criminals, but as human beings who can learn to avoid such criminal behaviors.
