Police Story 3 is great, but definetly a step below the earlier 2. You can tell the focus started to shift to stunts and not story. Still, Michelle Yeoh paired wth jackie manages to elevate the film, and the brief yet lovable appearance of Maggie cheung helps. It's Undercover Police Story
Police story 4 is when stunts took full priority. Gone is the girlfriend and thus part of Ka Khui's human side, and it's basically jackie chan as James Bond. Good yes, but not great
New Police Story actually did a great job of bringing it back to the levels of the first 2. More serious, but still funny, and great side characters and stunts

Both Chaplin and Keaton (to a lesser extent Kelly) were considered low brow entertainers in their time. Only later were they recognized for their contribution to film. I suspect Chan will be regarded in the same manner, especially since cgi technology has infested every part of action in movies.
