It's not always a season long arc or anything, but they do in fact have longer arcs and a shit ton of unsolved cases and the show acknowledges that and makes it an issue for the detectives pretty routinely. That's because it's based on a book by a Baltimore crime reporter who actually followed a bunch of homicide detectives for a while, probably.

Fun fact. Near the end of the last season of the Wire there were three different versions of the same character on the same episode.
When NBC gave the green light to go ahead and start filming Homicide they said the writers had to change everyone's name since they were based on real people. So one of the main detective's name was changed from Jay Landsman to John Munch. Same character, different name.
When HBO gave the green light to go ahead with The Wire they said as long as everyone signed a release they could use peoples real name. So the writes used Jay Landsman as one of the characters.
The real Landsman auditioned to play himself on the show but he didn't get the part. "You're no Jay Landsman" they told him but he did get a much smaller part as Lieutenant Mello starting in the second season.
So when Munch had a cameo on The Wire and Landsman and Mello were on the same episode that is three different versions of the same person.
