Older blaxploitation was about giving blacks movies made by blacks for blacks about blacks. It was an entertainment niche for them to address a perceived lack of representation in mainline cinema.
I don't know who is being "tricked" other than the whites who paid to see the movies for camp value (and who watch it for the same reason!). These people all had fun making these goofy-ass movies (except for the "serious" junk like Sweet Sweetback's Badaaaass Song - which is dour and stupid), and people enjoy being entertained.
