I think they thought when they got Mark Hamill on board, just simply revealing him at the end would have been cool enough for people like "oh damn, wise old Luke" and so they never thought about what the scene should be. They just went along and filmed it stupidly with no dialogue and the stupid helicopter shot straight out of some 90s action movie.
But then that one picture of him in his costume leaked (intentionally or not) and thin/badass Mark Hamill started showing up for promotional stuff, and all of the sudden a lot of the drama of his reveal disappears.
I also think they thought people would be honestly curious what his next line would be, and that would lead to theories and endless discussion in between installments. But that backfired, because even people who loved the movie are disappointed from what I've read/heard.
