You can obviously tell that the small business owners and the people who sign the waivers have no idea what's going on. So the show isn't staged like "let's hire an actress to play the owner of a clothing store". You can also tell with a few business owners that they start to realize that the show is a joke.
But the show is staged in the sense that Nathan and his production crew stage awkward moments.
