To be fair, 3PO was a generic model of droid that was rusty silver last time Owen saw him, which was twenty three years ago. He also wasn't really listening when 3PO said his name, plus he clearly has a bunch of other droids and has probably owned a lot more over the years so he wouldn't necessarily remember that particular serial number.
I do agree that the more I think about it, the more I feel that R2 and 3PO shouldn't have been in the prequels. They obviously had to be, because otherwise there couldn't be toys of them, but it's just too much of a coincidence and it makes much more sense for them to have just been random droids on the Tantive IV.

If you remember, while the cruiser tried to escape Naboo and go through the Trade Federation Blockade, they lost a lot of droids that were trying to put the shield back up. Only R2 survived and succeeded in returning the shield.

There's an explanation for all of this: Lucas didn't think of the "Vader is Luke's father" twist until after finishing A New Hope. When you watch the original trilogy, it's actually stunning just how much more fleshed out everything is in Empire Strikes Back and Return of the Jedi.
Lucas wrote A New Hope to work as a standalone movie just in case it didn't take off. But I think once he knew they'd make more movies, he went back and thought over the backstories more, fleshed out some things, changed other things. And I suspect the father twist was one of those things, otherwise Luke wouldn't be named Skywalker and Obi-Wan wouldn't have that retarded "certain point of view" retcon line in RotJ. It all would have been handled differently.
