Lucas was a billionaire when he set down to make the prequels and he was a billionaire after. He would have remained a billionaire had the prequels made no money at all. So money could not have been the motivation.
The reason he crawled so far up the ass of CGI is because of the amount of control it promised. He didn't have to tell his ideas to engineers whom would tell him they weren't possible or artists who would balk at redraws. He could exert complete control over every aspect of a shot and literally show his unfiltered vision in all of it's glory.
