It depends on the context. "Oh look, it's ___" episodes are bad, when the entire joke is a celebrity guests is on the show. The Alec Baldwin one was the earliest of those I can remember
Even during the golden years there were a few bad episodes, but season 11 is when it became apparent there was no hope left
