However, it may also be a testament to Naboo intelligence and education that some monarchs are exceptionally young and able to handle a handsome number of executive responsibilities. If this is an elective monarchy, than the king or queen is picked out from a handful of candidates, presumably by an electoral committee based solely on the merits needed to occupy the role regardless of age. In AOTC, Padme seems to imply that her youth was almost a bar against her becoming queen, despite not being the youngest Naboo ever had.
