I thought the point of the first order was that they all had "little man syndrome" in comparison to the Empire. They were angsty wannabees who were putting on big boy clothes and trying to do what their ancestors did. This makes them less straight up threatening because they lack the cold calculated menace, but on the other hand it makes them less predictable and rational because they are driven by wanting to be taken seriously.
It's like the difference between a professional hitman and a retarded wannabee tough guy with a gun. The hitman has more skill, but the wannabee is more likely to start shooting at the slightest provocation.

The visual dictionary says that after the Galactic Republic was restored, the remnants of the Empire, run by "hard liners" (typically, when you hear this you imagine stubborn old men), began to whither away until they packed up and moved closer to the rim of the galaxy. Anyway, the point is that they're not written as "nerds trying to live up to the Empire," the acting is just bad and JJ picked younger actors so that millennials can easily self-insert into the movie.

As for the officers being young, I do like that. I'll also mention that even though the EU is no longer canon, it's something to look to for inspiration, and in the EU many of the best and brightest Imperial officers died when the Super Stardestroyer in ROTJ crashed. So a whole generation of the best were wiped out leaving the B-team in charge. In the EU, the only reason the Imperial Remnants got their shit together was the genius Admiral Thrawn (basically 'Space Rommel') was away at the edge of the galaxy running shit, and he came back and organized what was left.

I know people like to attribute all of this additional insecurity to Kylo Ren, but the impression I got from the movie was that they just had him wearing a mask because the bad guy in the original trilogy had one. If that struggle with living up to Vader's legacy was such as important theme for his character, as you say, I didn't really see it played up too much at all. Most of his parts just seem generically acted to me.
Maybe it's something about JJ Abrams movies that makes me unable to feel any sort of emotional connection.

I have the same issue with him that I've got with the dude they cast as Gregor Clegane in GoT season 4. No matter how you dress them, how mean they try to look, or how tough they try to make their voices sound, I will never buy them as a legit villain, because their faces are too friendly looking.
It was just a little bit too rushed, like a lot of other parts in the movie. Too much time wasted on dragging conversations between Leia and Han, and Maz Kanata in general. If some of that time had been applied to this speech so Hux could lay out the current politics and build the hype, then they could kill two birds with one stone by explaining the state of the galaxy politics wise and keeping that world building info contained to a single scene for people wanna skip that stuff.
It was still really cool though for those of us who have always been rooting for the Empire. Tarkin was the sort of disinterested officer you figure just exploited an opportunity with the Empire or is from a long line of officers who see it all as status quo. Hux by contrast is a younger zealot who is constantly seething with scathing criticism and has a massive erection for the First Order.

I thought the same thing. Tarkin seemed sinister in a very calculating way. Hux looked like he watched 30 minutes of Hitler speeches and decided to copy as many facial contortions as possible. It was almost comedic.
Actually none of the bad guys seemed menacing at all. Tarkin and Vader were threatening. Hux, Ren and Snoke seem more like bumbling idiots who couldn't get anything right. In fact the entire First Order didn't seem scary at all - it felt like they got a planet-destroying weapon almost by mistake.

Well to be fair you probably first saw Vader and the Emperor when you were like 5-10 years old. Looking at villains as an adult you immediately have a sort of "I can totally take that guy, he's a pussy" pov.
I liked that Hux sounded just enough like Palpatine in that speech though. Had the same sort of grinding tone to certain sounds or whatever that made it sound like talking about the Republic made him want to throw up in his mouth.
