My headcanon is that the Master set up the satellite network using technology from that race who used words to do shit. It was sapping the Doctor's life force and giving it to the Master by using every person on the planet to power the system. He used the drum signal which sent the power to the him because the drum sound and his mind are linked. Oh ho ho is that so? At that exact moment she's trying to ask him what the Hybrid is, and he shoots down the question and acts like he doesn't really know, like he was just rusing the Time Lords.
Then at the end of the episode he tries to BS Ashildr and his refusal to admit it makes it implicit that actually yes, he quite possibly is keeping a huge fuckoff secret about the Hybrid that he wouldn't tell to anyone. Which throws the validity of what he said to Clara into question.
There's an entire bit in Heaven Sent where the Doctor breaks down because even if he escapes Clara will still be dead. And this is set inside his mind. It's flat-out impossible to read the episode as 'The Doctor knows it's the Time Lords and that he can resurrect Clara if he escapes', nothing in the episode would make sense.
The only interpretation that accommodates the Doctor's version of events is if his motivation changed at some point during the 4.5 billion years. It's possible this change could happen, considering he remembers all the previous cycles every time he gets to room 12.

The second is debatable. The first quote is impossible to read any other way.
