So why they only did movies with the Next Generation cast even

TNG was more popular and easily recognizable than the others.

Also they wouldn't have a movie where the main captain is either female or black.

Tv series run on a pretty tight schedule. they couldn't just halt production, build and entire different series of sets etc. In the middle of an ongoing series to make a movie
