John Williams is very old and the music for The Force Awakens didn't seem as emotionally intriguing as the original trilogy's scores or even the prequels' scores, but I haven't listened to them in a while. We don't really know what the movie makers wanted him to do. They may have not wanted him to do anything too new and may have wanted him to use music that they thought was similar to music from the original trilogy and other scores they thought people liked.
It's not obvious how much time he had to make this score and what footage he had to make it with. Maybe they could have still been been deciding on editing some stuff in or out while he's trying to make the score; although this can be a problem sometimes for many scorers. Still this could be another factor that can make it harder to score the movie.
Even if he did try to come up with some new stuff, it could be hard to make stuff that fits with the scene while also seeming to fit the Star Wars atmosphere and without it being similar to his previous work. He's scored six of these movies so he might have run short of good ideas to cover the whole movie.
Plus, Williams bases lots of his music off of previous work by other composers. Unfortunately some people say that this is sort of common among classical composers and don't have much of a problem with it which seems kind of lame to me. The main theme for Harry Potter is similar to previous existing work. It's hard to come up with original stuff if you compose for lots of movies so I can see why some composers do it and it could still be difficult to do well, but it still seems lame to do.
