Depends at what point in time. Before OT I just assume he was a disposable asset (with the Jedi gone how many more underlings would you need?). The fact Palatine was working on Force transferring himself to a new body further proves my point that Vader was never in his long term plans.
Throughout the OT I'm convinced he used him to simply to coerce Luke to come to the dark side. It was all going according to plan too till Vader turned on him. As for what Palpatine was going to do with Luke? I would imagine he was going to use him to Force transfer himself into his body. I'm not sure how Force transferring and midichlorians work, but assuming Palpatine got to utilize the midichlorians in Lukes body, then Palpatine would have reached god status and would have been quite possibly the most powerfull Sith to have ever existed.
