I don't mind it. It shows that the villain is ruthless, and everyone around him better damn well listen up or else end up like that guy.
It's wasteful, sure, but it's fun.
Now, what really gets my goat is when the female character in the film is solely there for a love interest, and never does anything to serve the plot. Either that, or when she IS serving the plot and gets a shoehorned kiss in at the end for no good fucking reason.

I find the important female getting a romance is worse. If it's a shoehorned character then it's like, well... ok, that's shitty but they fulfilled their purpose. But a good character getting together with one of the male characters just because there has to be a romance is cheapening and can make them less interesting.
