I think comfy shows have to be ones that are bittersweet to watch. Even better to watch one where the actor has died, they have to be light hearted on the surface but have some deep feels underneath. They have to make you feel nostalgic. They have to be escapist. They have to be like an old friend who keeps you company.

He may be referring to the heavy use of contemporary British (and later on American) references in a lot of Red Dwarf gags. Jokes that refer to British politicians from the late 1980s that happened to be in the news when that particular episode aired inevitably won't age as well as jokes that don't.
With that being said the majority of jokes are timeless. Red Dwarf is easily in my top 5 favourite shows, comedy or otherwise, ever.
